Local government's disaster operation requires gathering damages and transmitting evacuation order etc. at growing disaster. But time to gather damage by local government officials own investigation is longer in big damage area than less damage area. Speech broadcast uses to transmit evacuation order etc. is that issues, such as not hear in the room.
In this paper, we propose applications to analyze big data with residents and private companies information and secure methods for information transmission to residents.
