Two years have passed after the Great East Japan Earthquake occurred on March 11, 2011. There are much people who are continuing the still severe refuge life, and the way to revival is still severe. In this research, we focus on the information and telecommunications policy after the occurrence of a great earthquake, and we conducts interview investigation to the ICT stuffs in charge of Ishinomaki city, which is the greatest stricken area. We present the solution to stoppage of information, and the problem of information and telecommunications at the time of the occurrence of a great disaster. Furthermore, we also consider the state of the computerization in present Ishinomaki city
