Changes in the Period of Comprehensive Plan in Local Governments

Abstract

By the revision of the Local Autonomy Law in 1969, local governments must formulate a municipal basic design, basic plan, and implementation plan (so-called "comprehensive plan") for approximately 10 years. However, with the revision of the Local Autonomy Law in 2011, the obligation to formulate the comprehensive plan was abolished.

The theme of research is how the comprehensive plan will change in the face of changes in the social environment such as the declining birthrate and aging of the population, globalization, and rapid economic activity.

In this report, I will investigate and report on how the period of a municipal basic design and basic plan, which were defined as " approximately 10 years " has changed in the cities across the country.
