This paper has clarified the characteristics of the policy framework for regional revitalization, based on the trend of philosophical shifts in national land and regional policies. First, it was shown that the concept of national land policy has changed, and that regional policies are intertwined with each other to play a driving role in today's regional development. Secondly, the legal framework of the Regional Revitalization Law was reviewed, and the transition process of the policy goals presented by the comprehensive strategy and basic policy was clarified. Thirdly, it was shown that the regional revitalization policy is not a single policy, but a general term consisting of multiple laws, policy packages, and financial measures, and has a multi-layered structure.
