Abstract
This study aimed to analyze the behavioral needs of the visually impaired tourists from the three points of visual functionality, the scope of action, and past experiences.
As a result, visual functionality may not directly influence their behavioral needs. On the other hands, it became clear that both the rate of experiences and the rate of expression of behavioral need decrease with wide range activities such as walking through area. And, past experiences tend to activate their behavioral needs. But, it become clear that their behavioral needs to wide range activities do not appear when they do not have experiences.
