Inter-city transportation network develops with expansion of individual transportation network such as aviation, railway, and highway. As highway network expands, inter-city bus also expands the network. Because the long-distance passenger and the route of inter-city bus are increasing steadily, it is necessary to add the inter-city bus to evaluation of inter-city transportation network. The paper estimates user's benefit which is brought by the improvement of each transportation service. The result of the estimation shows that shortening of travel time and waiting time contribute to user's benefit.
