Strategy defines possible operation processes and controls its operation with respect to the goal. Dynamic capabilities focus on how a sustainable change of strategies can be attained under ever changing business and technological environment. This paper shows a framework to incorporate necessary issues. By using the framework, we first point out problems and then consider promising directions of informatization so that organizational learning will come out. As a concrete method of training system, a prototype of gamification will be described.

Some of large companies have decision making systems with strategic planning process supported by Business Simulation (BS) which assesses risk (certainty) for strategic investments such as R&D and factory and equipment to promote new core businesses in the future. The purpose of this study is to propose a risk assessment framework for building IT (Information Technology) investment portfolio. Risk is assessed from two perspectives: the probability of occurrence and the estimated damage. This study identifies six IT investment risk categories: market, technology, project, organizational, financial, and regulatory. Each category includes some assessment items. Based on COBIT framework, this study assesses the estimated damage from seven criteria: effectiveness, efficiency, accuracy, reliability, availability, confidentiality, and compliance. A company can more specifically understand the type of risk by using this framework. IT investment portfolio is developed by assessing each risk associated with IT investment and the overall portfolio risk focusing on a relationship among IT investment projects.

Organisations including firms implement IT in order to improve the quality and the speed of internal communication and decisions. The article investigates whether IT implementation, in fact, improves the variables constituting the organisational IQ, when the rules and system of the internal communication and decision are measured with organisational IQ, through evaluations by experts (researchers, IT consultants and CIOs). The results suggest that while IT can contributes to internal knowledge dissemination and continuous improvement, other principles are not necessarily affected.

We propose a novel method of arranging employees' recognition about the leader image in each organizations. In many companies, although they discuss about the leader images of their company, it is difficult to bury the difference of mutual recognition. About how gap of recognition is buried, the past leader research does not give them an answer. In order to clarify the difference of recognition, we apply a persona technique. The persona technique was started in the user interface field of computer software development, and it has spread in the field of product development. The proposed method has the feature in procedure of using orthogonal design technique.

The purpose of this presentation is to analyze the user intentions to use an information system using the WEB questionnaire survey (1000 local residents) conducted in March 2013. We use the theoretical extension of the technology acceptance model (TAM). The target information systems are the web sites of the cities. In order to make a comparison, we also report the findings on user assessment of the Electronic Filing and Payment System national tax survey (e-Tax) conducted at the same time. In this analysis we validate that the attributes of survey respondents affect system evaluation criteria. The result of this analysis shows that there is a difference in the magnitude of the coefficients of the model on the attributes of survey respondents.

What is “customer satisfaction" in services in local governments? Though private sector can require costs of customers for high quality services, public sector cannot in many cases. Therefore, local governments tend to provide low- and middle-quality services for almost all residents now. In this paper, we compare “customer service" in public and private sectors, and then, identify the concept of customer satisfaction in public sector. This leads to develop the concept of CRM in local governments which is satisfactory for both of organizations and the residents.

In fields of QC, medical care, community welfare, education, archaeologists, untamed territory etc, research activities are engaged by teams, whose members share some prerequisite information, diverge into target areas to find peculiar problems, build up a total image, and dive into the next target fields. In general, their collected data are neither structurally stable nor complete. Therefore, researcher can be often the first person to discover a new database structural portion. Thus, we propose a new database approach, which we call “field site oriented database management approach", where field researchers are allowed to embed their database findings to database management system. This study introduces a case study on an application of this approach to research job hunting in our campus.

This paper suggests an approach to construct a reference model for knowledge management in view of a logical structure of the SECI model of organizational knowledge-creating processes. For the purpose we employ the channel theory of which is based on classifications, local logics, and channels among classifications. First, we consider organizational knowledge-creating processes from the viewpoint of autopoietic communication processes and try to clarify its logical structure. Second, focusing on the concept creation processes as the key of organizational knowledge creation, we consider its logical structure. The purpose of this study is to clarify the relationship between organization-based self-esteem (OBSE) and knowledge sharing by incorporating related variables. Specifically, these are trustworthy relationships and free atmosphere in an organization, sense of superiority and authenticity, and extrinsic and intrinsic knowledge sharing motivation. Data were gathered by using questionnaires from employees working in various business organizations and a causal model was analyzed using the data. The results show that; 1) OBSE affects knowledge sharing, 2) sense of authenticity affects intrinsic motivation, 3) sense of superiority affects extrinsic motivation, and 4) trustworthy relationships strongly affect OBSE as well as motivation and knowledge sharing.

This paper considers knowledge creation in relation to improvements on the production line in the manufacturing department of Nissan Motor Company and aims to clarify the specific substance of leadership that enables such knowledge creation. By adopting a new approach that adds a first, second-person's viewpoint to the theory of knowledge creation, my study based upon qualitative analysis and interpretation of the interviews have attempted to define the specific substance of leadership that enables organisational knowledge creation so far. In order to explain leadership for enabling knowledge creation, this research proposes ‘the model of the interaction enabling knowledge creation'. The proposed leadership model demonstrates what kind of mutual interaction to manage between himself/herself and the follower in order to enable knowledge creation at the production site.

Households diffusion rate of PC have been declining for some years; however, it is still an important device for web-service such as e-commerce. In this study, a cohort analysis of private PC usage was conducted to determine the future of PC as an internet device. The analysis result indicates that there is a gender difference in terms of the PC usage. From age twenty to sixty men are relatively high in the frequency of PC usage. On the other hand, 1953-born or older female are significantly less frequent PC users. Meanwhile, female born in 1964 to 1990 are very frequent PC users. Therefore, it is expected that the frequency of PC usage by older female will rise with ageing of 1964-to-1990-born female group.

An analysis was made by questionnaire to university students about the degree of their interest to know what is getting up in the world, and their action for getting to know news. Questionnaires were collected from 170 students who go to the university in Kumamoto, Kanagawa, and Tokyo. Analysis shows that a student who is more interested in happening in the world acquires news information uniformly. However, the difference was seen by whether they are working or not, and the distinction of sex. The conspectus nature of news information was seen at a student who often looks at the Internet at the previous research. However, it turned out that a student expects conspectus nature from a newspaper or television, but not asking the Internet for it.

Since the enforcement of basic information education in a Japanese high school, the qualities and achievement rate of the homework in our ICT literacy classes for freshman in some universities is improving. Even in the worksheets which must consider the right formulas mathematically and also create the meaningful tables and graphs by themselves, the percentage of correct answers is a High. However, the analysis in details of the submitted papers as homework shows us other aspects where they did not consider the answers mathematically. This paper describes the analysis of the first assigned homework using spreadsheet in our classes for freshman from the viewpoint of an educational effect, and discusses about the ICT literacy education at university level under the social context.

Society in steady economic growth has faced up to the limitations of natural resources and the environment. Changing value in sustainability has been required. This paper will discuss the sustainability of companies. We will focus on two types of sustainable organizations, Japanese long-established businesses and biological organizations, and analyze the concept of sustainability within these two organizations. Japanese long-established businesses have outstanding longevity that has been reported internationally. The three factors revealed by the long-establish businesses' survey indicate that 1) escape of a rapid growth and a control of growth, 2) emphasis on the value of interaction, 3) spontaneous change within an organization. Those three are similar to the competitive coexistence for biological organizations, and suggests the importance of sustainability.

Feed-in tariff (FiT) became effective from July 1st, 2012 in Japan. The impact of FiT was reported at previous this conference. In this conference, the effect of the first year FiT on renewable energy industry was analyzed. Only solar energy wins with 99% of the certificated equipment numbers. Wind power has about 15% of the certificated output. The renewable energies except solar energy need a long time for output prediction. Thus, the 2013 FiT price was reduced 10 % of solar energy, but it was deferred others. In addition, the current status and issues of solar energy were analyzed.

Under the present circumstances, computerization of small and medium-sized enterprises is not improved. In many cases, business is carried out by constituting the network between companies from the manufacturing industry.
Therefore, for raising the competitive power of the whole industry, computerization of small and medium-sized enterprises is one of the big subjects. In order to computerize small and medium-sized enterprises, the flexible system introduction accompanied by low cost and business improvement is required.
There, the approach of a major company is not suitable. Then, I propose the policy which promotes computerization of small and medium-sized enterprises by building the social information platform where two or more social sectors can take part in the planning with this research.

This tweet system has been used for many years as an informal communication tool by people at main office, at local office and at customers. Recently, the local governments have introduced Twitter of social media. However, there are few related research papers and investigation reports. IT can accelerate business changes, but IT might also become an obstacle to changes. IT change can't catch up business change, and becomes a barrier for business change.
The result of the survey in 2012 shows the fact that a lot of Japanese companies want to change their business strategies but can't change actually, because their change management and IT utilization are insufficient.
There are some frameworks of IT management like COBIT5, those purposes are to use IT effectively and create business value. This research focuses on the reason why those companies can't use IT effectively, and makes clear that the root-cause is the lack of IT management.

In Global era, global strategic alliance between international organizations is important. The "inter-organizational relations" in the global strategic alliance was analyzed. The cases of “Four-way global strategic alliances" among Sharp, Hong Hai, Samsung, and Apple are analyzed. Sharp has partnered Hon Hai of Taiwan. The joint venture to co-operate LCD factory produced good results. However, the investment negotiation has difficulties. As the result, Sharp form partnership with Samsung. Apple also partnered, with Apple-only Plant. Sharp form “Four-way global strategic alliance". The formation and deployment of the interorganizational power are analyzed, and "inter-organizational relations" was discussed.

While the high yen rate is becoming a state of past things, it had been unbearable impacts to the most firms, being on the state to recover business prosperity due to foreign demand. Notwithstanding, A few firms had increased their financial achievement, standing for the impacts. However, almost of these firms belonged to the type of commerce. Anyway, analyzing financial data in series of time, “what circumstances the business models of these firms have had to get the growth" is verified from the financial viewpoint of investment effects due to tangible assets (machine and equipment, or tool, utensil and furniture) and intangible assets (software), to get the benchmarks of business design.

Open Source Software (OSS) is the software of which source code is open to public, and then the users can study and improve them corresponding to the application and market needs. This study conducted the questionnaire survey to IT companies in Japan, and based on the data, the authors explored the relationship between business growth measures and the utilization and contribution to the developers' community. The number of years since company inauguration and business fields affects the business growth the most, but at the same time, we also found some interesting significant variables affecting the business growth, such as the utilization of Linux and contribution of Apache. We will present these research results and implications.

This research analyzes Elpida Memory from a viewpoint of the action to Christensen's disruptive innovation. It evaluates the DRAM enterprise of Elpida Memory from five principles of a disruptive innovation. It analyzes five principles which are the resource dependence, market scale, market prediction, organization capability, and technical supply. The resource dependence describes the Elpida memory market and customer relationship. The market scale describes change from NEC and Hitachi in a DRAM market. The market prediction describes the personal computer demand prediction of Elpida memory. The organization capability describes a relation with the parent company of Elpida memory. Technical supply describes change of the DRAM capacity and performance, and change of a price.

In this report, the speech act "Katari=Antenarrative", which embodies the survival strategy of a company and makes it effective, in the management field is observed. Catastrophic accidents and disasters occur frequently in recent years, and formulating Business Continuity Plan (BCP) is promoted. The effectiveness of BCP is evaluated especially after the Great East Japan Earthquake. This report considers the cases of two enterprises which decided upon BCP before 3.11 and achieved early restoration. Here we analyze the management field, which not only decides upon BCP but also operated it effectively and made survival possible, by the framework of "Katari=Antenarrative" theory. And we discuss how the performative speech act "Katari=Antenarrative" can be not only emergent but also strategic in the management field.

We clarified, in our previous studies, some features of maintenance activities of the campus information system of a polytechnic college from the following three viewpoints: activities through time, differences in workload, and work priorities. Based on those results, this paper show that maintenance activities can bear the responsibility of an active role in the information system life cycle management. Particularly, the life cycle management of our target information systems in higher educational and research institutes closely involves users through its every phases. For the reason we focus on the developed or changed data of maintenance activities in the relation with users, and analyze the features of such maintenance activities. Finally, we propose a new focus on system life cycle management that co-creates with users.

Many important data such as medical records are lost in the Great East Japan Earthquake. Not only the quake damaged the storages but also the tsunami washed out them. The backup data in cloud storages are not lost but they cannot be retrieved in the disaster area because of a disruption of the Internet. In this paper we propose a new high availability information storage infrastructure. The storage devices are distributed in a local community not in a globe. Even in the case the communication network is lost, walking or driving to the backup location you can retrieve the data. In order to realize high availability, risk-aware replication is proposed. The infrastructure will be tested in disaster scenario.

Students who graduate from National Colleges are not fully conscious of importance of local revitalization or contribution activities to their local area, while they tend to find jobs in local companies. In this report, effective educational activities are clarified to improve students' awareness of local revitalization.
At National Colleges, PBL (Project Based Learning) method is actively adopted in classes to make students find a problem by themselves and work it out independently. Therefore, group activities based on PBL method were conducted in this lesson.
Lecturers from the chamber of commerce and industry in a region explained local situations to students. Then students set up incentive plans for the region and made presentations to the lectures. Finally students got some advises and comments from them.
