It is becoming very important to establish the process of regional planning system to construct unique facilities such as bridges, buildings and rosds which reflect local history and culture. The purpose of this paper is to show how we should make and carry out a regional planning which is full of local color. Tsukumo Bridge and Shibahara Watercourse are chosen for this research. Both of these facilities were constructed more than 400 years ago and style and location of them have changed with the times. We investigated the history of these two facilities. We also carried out some questionnaires to examine and analyze the opinoin of supervisor and the consciousness of citizen. Furthermore we investigate the characteristics of unique techniques of Fukui area from the standpoint of civil engineering. We will point out some problems when we create new facilities.

This paper describes a history and present state of railway tunnels, based on field surveys and histrical records, taking an example of former Kansei Railway Company (now JR-Kansai main line and its branches). Through this case study, it became clear that the tunnels have been bored to various inside shape and some of them have portals by special individual designs.

A historical study on interaction between the water flowing in the Kakehashi river and the Komatsu-tenmangu shrine has been made. The Komatsu-tenmangu shrine was founded by the third dynast of Kaga-clan, Toshitsune Maeda in 1657 and was designated as a national important cultural property in 1961. This shrine is located at the water edge of the Kakehashi river. Recently, it has become clear that the location of the Komatsu-tenmangu shrine was determined on the basis of principles of the positive and negative, and the five natural elements, which originate in China. It is found that the ideal interaction between the water flowing in the Kakehashi river and the Komatsu-tenmangu shrine was hampered to some extent by the embankment works in 1936, but is still maintained. After a series of riparian works of the Kakehashi river in 1943, the Komatsu-tenmangu shrine never suffers from any flood due to the break on the embankment of the Kakehashi river, but experiences several floods of the tributary rivers, agricultural channels or drainage canals. An effective measure to improve the present state of interaction between the water flowing in the Kakehashi river and the Komatsu-tenmangu shrine has been introduced and discussed.
