University libraries are computerized. Many libraries provide not only e-journals and e-books, but also a learning environment using IT such as Learning Commons. Library digitization has many benefits, such as cost savings and space savings. An e- library can support students' voluntary learning such as PBL. However, to promote it, there may be some problems with the university library organization's IT capabilities. In this study, as a case study, we analyze IT capabilities of the library organization of Tokyo City University. IT-CMF has been proposed as a framework to analyze IT capabilities of an organization. A questionnaire survey is conducted to the university library based on IT-CMF. We identify the necessary IT capabilities as a university library.
